On the "world's sinliest mile", the Reeperbahn in Hamburg, Wilfrid Schulz and his henchman Dakota Uwe dominate in the 1980s. Schultz is also called St. Pauli's godfather and has connections to the mafia in the USA. Wolfgang Sielaff of the Hamburg police founds Fachdirektion 65, Germany's first special unit to combat organized crime. But when three undercover officers are murdered, the question is whether corrupt officers are behind the murders.

Detective Wolfgang Sielaff and FD65 need solid evidence to arrest Wilfrid Schulz. Via the FBI, Sielaff discovers that Schulz is helping the American mafia build an illegal gambling empire in Hamburg. FD65's only female detective Erika Haessler and Sielaff get Schulz and his henchmen behind bars. But behind the scenes, other criminals are on the move: Banderne GmbH and Nutella are now fighting for power in St. Pauli.
